Just Why Would a Town Have Trashy Streets?

Whenever I visit a town that has untidy streets there are many thoughts that go through my mind and none of them put the town in a good light. It makes me worry about the town government and how well it functions. Why aren't they employing road sweepers and the like? If they are unable to maintain clean streets I would not have much trust in them to handle other important matters. Trash in the streets also leads me to guess that their homeless and vagrant population may be high. There may be a need for more shelters and programs to help the less fortunate. Untidy streets may be an indicator that crime is rampant and the police force does not have much control. What are the people like in a town that is full of trash? Pride of where I live encourages me to help keep my town clean and looking nice. As you can see, the outward appearance of a town can greatly affect what I think of it.
